About

The HIF Paysandú e-Fuels facility will be located in Constancia, 15 km from Paysandú. The initiative is aligned with Uruguay's strategy to respond to the global transformation in the fuel industry.

The project considers the generation of electricity from renewable sources and the transmission of this energy to the e-Fuels plant.

The project includes the “Lucía” Photovoltaic Solar Park with a peak generation capacity of 1,162 MWp. And the “Elena” Wind Far with an installed capacity of 1,137.6 MWp.

Project updates

  • Environmental permit process started 1Q2024 and obtained the Environmental Location Viability (VAL) in 4Q2025.
  • Applications for Prior Environmental Authorization for the generation parks were submitted in 4Q2025.
  • FEED started in 2Q2024, and new plant design was announced to optimize environmental and territorial integration in 4Q2025.
  • More than 20 community engagement meetings across the Paysandú department
  • Preliminary offtake HoA signed with international companies, including a recent agreement with German eFuel One
  • CO₂ supply from emissions of bioethanol production in ALUR, where 150 kt/yr have been secured, and other biogenic sources.
