HIF Global submitted Prior Environmental Authorization application for its e-Fuels project in Paysandú, Uruguay

The USD 5.3 billion investment is expected to create an average of 1,400 jobs during construction and 300 direct jobs during operation, with approximately 70% of the workforce hired locally.

 

Montevideo and Paysandú, Uruguay. March 13, 2026. HIF Global, the leading e-Fuels company, submitted the Prior Environmental Authorization application for its e-Fuels project in Paysandú to the National Directorate for Environmental Quality and Assessment (DINACEA) of the Ministry of Environment of Uruguay, continuing the environmental evaluation process initiated in 2024. The submission includes the Environmental Impact Study (EIS).

The HIF Paysandú facility will be developed in four stages called “production trains,” progressing gradually. In total, the project will require an investment of USD 5.3 billion and would produce up to 876,000 tonnes of e‑Methanol per year, recycling 900,000 tonnes of CO₂ in the production process, an amount equivalent to the annual emissions of nearly 200,000 vehicles.

“The fuel of the future could be produced in Uruguay. The only operating e-Fuels facility in the world is ours in Chile. We are incorporating the experience and knowledge gained there so that the Paysandú project can become the first commercial-scale plant of its kind in the world,” said Martín Bremermann, CEO of HIF Uruguay.

“With the submission of this study, we take a key step forward in developing a sustainable initiative that will bring not only investment and employment, but also technical capabilities and concrete opportunities for the community,” he added.

The project is expected to create an average of 1,400 jobs during construction and 300 direct jobs during operation, with an estimated 70% of the workforce hired locally. HIF also proposes allocating part of the operations workforce to first-job experience programs for young people from Paysandú and nearby communities, in coordination with educational and vocational training institutions, while incorporating gender perspective.

As part of the engineering development and the Environmental Impact Study, the plant design was adjusted to optimize environmental and territorial integration: the plant footprint was reduced by 35%, the height of the safety flares was lowered, and the ecological buffer area increased by 70%, reaching 260 hectares, with measures for biodiversity and ecosystem conservation.

In 2025, HIF began the environmental evaluation process for the renewable power generation projects that will supply the e-Fuels facility: the Lucía Solar Photovoltaic Park with an installed capacity of 1,162 MWp and the Elena Wind Park with 1,137.6 MWp. Together, these projects are expected to create an additional 100 permanent direct jobs beyond those at the e-Fuels facility.

Next steps include continuing the Environmental Impact Assessment process, which involves technical exchanges with the Ministry of Environment of Uruguay and the citizen participation process, including the preparation and holding of a public hearing.
